Office of National Literacy Programs
The Office of National Literacy Programs is responsible for developing, implementing, and managing programs to meet the educational and vocational needs of disadvantaged and at-risk youth and adults.

Opportunities Services Corporation, Inc.
Provide support and administrative services for community development, low-income housing, and other programs established under the OICA banner. Primary focus is management development and rehabilitation of affordable housing for low to moderate income families, the elderly, and the handicapped.
